In 2026, AWNW commissioned new research, looking into the current status of Animal Welfare Establishments (AWEs) in Wales, along with the sector’s readiness and appetite for licensing.
AWEs across Wales undertake a substantial amount of hugely important work, but at this moment in time, they can be set up without a license or stringent legal requirements for strong welfare standards.
AWNW has worked on improving standards for AWE’s in Wales for a number of years, having commissioned a previous report in 2012, setting out a case for the regulation of these establishments. We also played a key role in the development of a voluntary Code of Practice for AWEs which was published by the Welsh Government in 2020.
Positively, the Welsh Government has committed to the introduction of a licensing regime for animal sanctuaries, rescues, and rehoming centres. To assist with this workstream, AWNW appointed the report below to investigate the current landscape of AWEs in Wales, looking into the number of establishments, the type of - and the number of - animals they care for, along with their operating arrangements.
